“The Downtown Eastside probably has a housing ratio of about 80 per cent non-market housing and also all the social services agencies that cluster in the area because of that,” said Jon Stovell, president and CEO of Reliance Properties Ltd. In 2021, after tenants struggled with public disorder, cleanliness and safety issues in the area, Reliance sold a market rental housing building in Gastown to the province, which turned it into supportive housing for women.
