The three are: Deborah Hankinson, who was appointed to the court in 1997 by then-Gov. George W. Bush to fill the seat vacated by John Cornyn; Craig T. Enoch, who won terms on the court in 1992 and 1996; and former Chief Justice Thomas R. Phillips, who served in that role from 1988 to 2004.Phillips, in particular, has for decades been an outspoken critic of unethical conduct of those elected to public office in Texas.
