Health and school officials in the U.S. are ad-libbing quarantine policies for residents returning from coronavirus hot spots like Italy and Japan, as guidance from the federal government hasn’t caught up with the fast-moving virus.

Newton, Mass., health authorities faced a tough decision whether to quarantine a school group returning from a trip to Italy on Feb. 29. Making the choice more difficult: a lack of direction from the U.S. government.
