In an ice cold and cavernous hall at the Nasrec showgrounds in the south of Johannesburg, the speech – which ran to almost two hours – contained just enough to reveal the seeds of ideological and factional discontent permeating the party. It was also a checklist of what the ANC’s government has sought to achieve over the last couple of years.
