In FAST’s TIP, its construction phase is also in the “beyond years” and listed as costing $15 million. The State Transportation Department is now shooting for 2025 construction with funding needs exceeding $30 million, according to the same January report. According to the most recent DEC projections, the earliest the freeze could thaw is January 2026. That means the Steese/Johansen project might still proceed on schedule if 2026 is the new expectation, but 2025 is looking unlikely for the Old Steese Reconstruction, unless DOT applies for and receives a freeze exemption for that project.

“At this time, no design or construction contracts will be affected by the conformity freeze and we are still able to pursue our preconstruction, right of way acquisition, and design needs in the meantime,” Perreault wrote. It’s something the borough has sought to combat with an ongoing wood stove changeout program, which FNSB Air Quality Manager Steven Hoke plugged in a Thursday presentation to the FNSB Committee of the Whole.
