The accord was pushed by Italy’s right-wing prime minister, Giorgia Meloni, who was elected on a platform that included cracking down on migrant arrivals. Yet more than 100,000 have landed in Italy so far this year, double the number at the same time in 2022. And it is not clear that the E.U.’s deal will be effective.

More likely, it will bolster a strongman who is shredding what remains of democratic norms in his country and has demonized arriving migrants by accusing them of changing Tunisia’s ethnic mix. That has stoked racist abuse and attacks. By lending Mr. Saied its support, Brussels puts migrants in further jeopardy rather than prioritizing legal pathways that could marginalize trafficking networks. The results of that policy might be far removed from what the E.U. intended.
