Inquiry set up to oversee the province’s law on medical assistance in dying finds that 969 of the 1,632 people in Quebec who received such assistance since 2015 did so after the law came into effect
Quebec Health and Social Services Minister Danielle McCann tables a document on Nov. 29, 2018 at the legislature in Quebec City. The number of Quebeckers seeking medical assistance in dying has been growing steadily since 2015, according to a report on the state of end-of-life care tabled Wednesday in the provincial legislature.
Two-thirds of the deaths were in a hospital, while 20 per cent were at the patient’s home and 10 per cent were in a long-term care centre. Four hundred people did not receive medical assistance in dying even though they met the eligibility requirements, the report found. About 30 per cent died before it could be performed, 20 per cent changed their minds and 19 per cent lost their ability to consent to care.
The commission recommends that hospitals take the necessary steps to ensure that each application is assessed with “diligence” so an eligible patient “can receive timely care” as prescribed by law.
