Electricity bill makes history as Eskom's 100-year monopoly faces its end

The next step is for President Cyril Ramaphosa to sign it into law.The Electricity Regulation Bill was passed through the National Council of Provinces on Thursday, setting SA on an irreversible path of electricity supply reform that will end Eskom 's 100-year monopoly.

It has been a race against time for Parliament to process it before it is dissolved ahead of the election. Although the bill was approved by Cabinet in March last year, administrative bungling meant that Parliament only began processing it in August. The TSO will sit inside Eskom's unbundled National Transmission Company of SA . It will buy electricity from all producers, including Eskom's own power plants and independent power producers, on an equal and independent basis.

In a statement, Cosatu said it did not support the bill, which it believes will lead to Eskom's privatisation and higher prices. It also believes that restructuring Eskom will not solve its"multiple crises" of corruption, years of underinvestment, and ill-equipped management, but will add to its costs.
