The Ekurhuleni Metro Police Department (EMPD) asserts its capability to issue and process fines, despite an exclusive report by EWN last week revealing a lapse in fine processing since September the previous year due to the expiration of a contract with a service provider. Several sources within EMPD have disputed the City of Ekurhuleni's claims, stating that the city's internal system for fine administration remains inactive.

In September, a contract with Syntell, a road safety and fine management service provider, came to an end, leaving the city without a mechanism for issuing fines. Acting EMPD Chief Julius Mkhwanazi maintained that despite assertions to the contrary, the department continues to issue fines. 'No, no, we are issuing fines. We’ve got fines but what we are doing is that we don’t procure more fine books now, because we have got this new system that is coming in.'Mkhwanazi alluded to an integrated law enforcement management system, a digital platform that he acknowledges requires integration with other departments for optimal functionality. 'This system mustn’t only talk to EMPD, the NPA must be part of it, the SAPS must be part of it. That’s what we’re creating now.
