If investigating disparate responses to Houston’s illegal dumping complaints sparks the city to clean up its mountains of trash, that would be a positive outcome for long-neglected neighborhoods, writes the Editorial Board.

Believe it or not, this scattered assortment of waste marks an improvement on what was once one of the most notorious illegal dumping spaces in Houston. Councilmember Martha Castex-Tatum, whose district includes Blueridge, said the street was once filled with mountains of junk until she worked to install cameras to catch dumpers in the act and strengthen fines for illegal dumping.
