The jury is out on whether he was effective or just good at creating the perception that he was.

Citizens of Gauteng and the country as a whole will be looking at what he does about the ticking time-bomb that is unemployment and migration. This is the province that, even though it cannot fully take care of its own, is still the destination of choice for migrants from other provinces and other countries. This makes for a dangerous cocktail of crime, overcrowding and unplanned habitats. It puts pressure on public resources such as health, education and infrastructure.
