StarEditorial: The issues facing Toronto are too serious to be left in a holding pattern until a new mayor dons the chain of office and takes charge.

The unofficial campaigning for Toronto’s next mayor has already begun as potential candidates test the waters, weigh support and warily eye the competition.

Urbanist Gil Penalosa, who was the runner-up in in last October’s election, has said he will run again.. As we wrote on Saturday, our hope is that the mayoralty contest will produce a leader with a clear vision to make Toronto a more equitable, liveable cityBut the abrupt departure of John Tory, who resigned last month after a Star investigation revealed an improper relationship with a junior staff member in his office, and the election to replace him does risk delaying progress on city issues.

The strategy would permit more permissive zoning citywide to end exclusionary rules that restrict many neighbourhoods to single-family homes. This would permit a greater variety of housing, such as small apartment buildings or duplexes, to bring relief to the overheated – and overpriced -- housing market. Council is expected to get a staff report on the logistics of implementing the strategy. That’s an opportunity to move forward.. But truth to be told, the budget is not really settled.
