They continued to arrive, the end of a long journey seeking a new start and a better life.
It took effect over the weekend, an attempt to halt traffic at this unsanctioned but busy crossing. In 2022, some 39,000 migrants entered Canada via this route. It owed its popularity to a loophole in the Safe Third Country Agreement, a bilateral treaty that requires asylum seekers to make their claim in whichever country they reach first.
In return for Washington’s willingness to make the change, Canada has agreed to accept 15,000 migrants from elsewhere in the Western Hemisphere, helping the U.S. deal with the asylum seekers who arrive at its southern border.
