'Drastic' new plans could keep Vladimir Putin in power after presidency

The prime minister has, in post-communist Russia, largely served, or been sacked, at the pleasure of the president—except when Putin himself was prime minister, of which more later.In other words, the president has always been the boss. That's set to change—once Putin is no longer president. The part about increasing"the independence and responsibility of the prime minister" will inevitably be seen as a suggestion that's the job he may be taking.

[+]If Medvedev's departure was unexpected—"the rouble and stocks suffered sharp losses before rebounding to make gains",—then the idea that Putin plans to have the option of holding on to power after he leaves the presidency will surprise no one in Russia, and few outside.
