WASHINGTON — The Justice Department's inspector general found"lapses" in the FBI's assessment of potential domestic terrorist threats, and the bureau"has not taken sufficient action" to fix these weaknesses,Since the Sept. 11, 2001, terrorist attacks, homegrown violent extremists have carried out more than 20 attacks in the United States, many of whom were suspects the FBI had previously investigated for possible terrorist links, according to the 47-page report.

During testimony before the House Judiciary Committee last month, FBI Director Christopher Wray said that racially motivated extremists committed many of the terrorist attacks in the country in 2018 and 2019, and such groups are now seen as being"on the same footing" as the Islamic State. The report identified at least six terrorist attacks in the United States since 9/11 involving suspects whom the FBI had previously investigated for possible ties to terrorism. Among these attacks were the Boston Marathon bombing in 2013 and the Pulse Nightclub mass shooting in Orlando in 2016.
