The high turnover of directors-general has plagued government for some time.
Acting public service and administration minister Thulas Nxesi says the professionalisation of public administration is critical to building state capacity.The government is proposing the term of office for heads of departments be extended to 10 years from the existing five years, subject to performance.
Among the “radical” reforms included in the framework is more decisive action on consequence management, especially in dealing with mediocrity, unethical behaviour and corrupt and criminal acts. Dealing with the public sector wage bill, which is a burden on the fiscus, Nxesi said: “It has become increasingly important to develop a new remuneration framework for the public sector, including a wage-setting mechanism to better manage the public sector wage bill and ensure a greater degree of uniformity and alignment in remuneration between the different parts of the public sector.”
