The gift\u002Dgiving slowed during the first two years of the COVID\u002D19 pandemic.

They included city-branded clocks each worth $216.75 gifted to departing general managers John Manconi and Anthony Di Monte and wool blankets each worth $56.50 given to former Gatineau mayor Maxime Pedneaud-Jobin and former Calgary mayor Naheed Nenshi, according to the 2021 spending summary of the City of Ottawa’s protocol branch.

The city was unable Friday to answer questions about how decisions were made to give gifts to municipal politicians outside Ottawa and retiring senior bureaucrats. While gifts are often presented by the mayor to various people, the city couldn’t clarify if the mayor’s office directed or signed off on any spending from the protocol office.

The total cost of 17 events in 2021 was $81,133.86, with two Order of Ottawa ceremonies accounting for a large portion of that bill. The city held an event for the 2020 award recipients on Nov. 17 , and the 2021 award recipients were celebrated on Nov. 18 .Article content When it comes to the gifts, the city usually doles out items to residents celebrating their 100th birthdays, official visitors — like the ambassadors, who often receive books about Ottawa valued at $50 — charity events and event guest speakers.Article contentIn 2021, the protocol branch distributed 87 gifts worth a total of $4,878.75. In 2020, the branch gave out 94 gifts worth $4,181.99.

In the gift bank, those items would include framed lithographs, original art by local artists and clocks with the city’s coat of arms.Article content The protocol office oversees the gift inventory, which has included travel mugs, cufflinks, portfolios and business card holders. Under city procedures, the total value of all the items in the gift inventory can’t exceed $75,000.
