Denley: Bag tags won't solve Ottawa's growing garbage problem

Instead of getting to the big picture, which is expected to be addressed in a major report this fall, city staff are distracting councillors and the public with a bag tag debate. Staff have spent the last two years consulting the public and preparing a plan to compel people to attach a tag to every bag they take to the curb. One would think the plan was ready to go, but if councillors approve it next month, it will take another year to implement.

The hope is that a charge of $3 a bag for each bag over the annual allotment of 55 will persuade Ottawans to rethink the amount of garbage they are putting at the curb. Well, some Ottawans, at least. According to a city study, 74 per cent of Ottawans already put out two or fewer items on garbage day, the city’s target.Article content

City staff point to a $450-million expense for a new landfill or other disposal approach if residents don’t do better, but it’s a false argument. The city is going to have to spend that money, regardless of bag tags. The tag program might buy two more years of delay, staff say, if people choose to co-operate.
