JUNEAU, Alaska - The House Resources Committee on Monday continued discussing the possibility of a large one-time Permanent Fund dividend payment “buyout.”The committee adopted a new version of the bill Monday which included changes in language to identify it as a “buyout program” and clarify that payments will be distributed over a three-year span.Some, like Rep.

“I’m 74 years old, maybe I don’t want to bet on another 10 years, maybe I’d want to take my lump sum or larger sum and get out of the program,” Stancliff said. Concerns about the bill include how to prevent recipients from taking the money and leaving the state.“I’m not sure that I’m moving this from a single payment to three years with an additional PFD payouts along the way makes much of a difference in the calculus for folks that would be taking the money and running,” Mears said. “It would also be a different calculus for folks that are looking for this payout to purchase a house or a vehicle or do some of those other investments.

The deadline for amendments to the bill remains Apr. 2.
