A high-profile former premier has sensationally claimed Victorian Premier Daniel Andrews is running the state as an “autocracy”, as the nail-biting Saturday election approaches.

The former two-term Liberal premier claimed under Mr Andrews’ leadership the state government had violated the rules of Australian democracy.
