Vancouver\u0027s latest housing numbers tout increased approvals of rental and below\u002Dmarket homes, but many challenges remain.

“On the homelessness services’ side, we just aren’t going to address the issue if we don’t see it addressed more broadly with more partners at the table,” said Dan Garrison, Vancouver’s head of housing policy and regulation.

For several years leading up to 2017, most homes built in Vancouver were condos and houses, which grew increasingly expensive and out-of-reach of a growing proportion of Vancouverites. In 2014, only 24 per cent of homes approved in Vancouver were primary rental homes , city numbers show, while 76 per cent were for ownership.Article content

However, senior city planner Edna Cho said the city is “always falling short” in creating homes that are affordable for households earning less than $80,000. The city’s targets are mostly focused on housing approvals, because that’s what city hall has most control over. But city hall also tracks housing completions, Cho said, because “of course, we know that people can’t live in an approval.”

Even on city-owned land, it’s often impossible in the current environment to build affordable homes without more funding from senior governments, Garrison said.
