, but when it landed at council on Oct. 18 for final approval, Rogers said Dalhousie's professional architect gave it a score of 32. On Nov. 21, Rogers filed a notice for a judicial review of the decision to grant 1245 Edward St. a municipal heritage property, naming HRM as well as Peggy Walt and William Breckenridge, leaders of the Halifax University Neighbourhood Association, who launched the application for heritage status.Dalhousie wasn’t properly notified, as a purchaser, that the property was “constrained by its heritage status.

In the documents, Rogers said that a demolition permit was being finalized when Walt and Breckenridge became aware of it and submitted the application for heritage status in May. He wrote that Dal was only told about it in a letter on June 14 and was given little notice of the hearing and submission deadlines. When the matter progressed to regional council, Rogers said, there wasn't adequate time or ability to argue its case properly.

When reached for comment Wednesday, a Dalhousie spokesperson provided this statement: “Dalhousie remains committed to finding the right balance between the preservation of our most iconic buildings and development that supports sustainable university, municipal and provincial growth. Dal owns some of those, including 1308, 1318 and 1322 Robie. There are two registered properties — and a third in the works — in that stretch already.Committee member Lois Yorke said it’s a complete historical streetscape built between 1875-1910.
