The doctrines are understood to allow for disproportionate force that may be in violation of international law
The “Dahiya Doctrine” is a term that emerged in the aftermath of the 2006 Israel-Lebanon war and refers to a suburb of Beirut and stronghold of militant faction Hezbollah that was largely destroyed by Israeli jets.
“Attacks should aim at Hezbollah’s military capabilities and should target economic interests and the centres of civilian power that support the organisation,” he wrote. IDF spokesman Daniel Hagari said on Monday morning “the emphasis is on damage and not on accuracy”, following reports of heavy civilian casualties in the strip.
“The balance is between an operation that minimises damage on the other side but then costs are more likely on the Israel side,” he said. “I think this time they will take the approach to protect Israeli soldiers with more destruction on the Palestinian side.
The principle of risking the death of a captive to avoid hostages may be in effect now, said Dr Mekelberg, as Israel prioritises the destruction of Hamas targets over the recovery of hostages.
