DA wins Western Cape, though with reduced majority.
The party received 59.38% of the votes in 2014.
"That's a comparison we must make, 6% down from the last elections with a bigger voters' roll. It's quite possible that 66% can represent more people," said Sampson. ANC provincial secretary Faiez Jacobs' initial reaction was to thank those who voted for the party but decried a poor voter turnout in its traditional support base as contributing to the poor result.
In a statement, the IEC said the National Results Operations Centre had passed the 90% results-capture mark at 10.30 on Friday morning, with results from 20,632 of the 22,924 voting stations captured. Of these, 18,773 had been finalised.
