The Cuyahoga County agency that distributes cigarette tax money for the arts approved a spending plan for the next two years amid criticism over its actions.

Four of the five members of the Cuyahoga Arts and Culture Board voted 3-1 to approve the two-year, $22.2 million spending plan proposed for 2024-2025. Board member Charna Sherman was the lone dissenter. Board member Karolyn Isenhart was absent from the meeting. “This is a crucial, crucial issue, especially at a time when we’re about to go out to the community and ask for support, and a big part of that community is the grantees,’’ he said.
During the meeting, Paulsen and other CAC staff members said they were constantly in touch with grant recipients throughout the year about spending options for 2024 and 2025, and that three proposals offered in the meeting represented the desires of various factions in the arts community.called for spending $9.145 million in 2024 and 2025, leaving CAC with a balance of $3.8 million at the end of 2025. The amount could be added to any new revenues, or spent down to zero if a levy renewal failed.
The lack of data in Wednesday’s meeting led Bidwell to conclude that, “I don’t know what the consensus of the grantees really is, and I don’t believe the board of CAC knows that either.” He also said he thought that Sherman’s questions seeking more information were relevant.
