The ruling by the Court of Criminal Appeals on Wednesday effectively limits the years of known misconduct by Goines, who left the Houston Police Department following the no-knock raid, to a 10-year stretch starting in 2008.
Judge Lori Chambers Gray in the 262nd District Court earlier ruled Carter’s conviction should be set aside — kicking the ruling to the state’s highest court to consider. The Harris County District Attorney’s Office never voiced an objection to Gray’s decision.Had the appellate court decided in Carter’s favor, Goines’ window of bad conduct would have expanded by 17 years — allowing some more defendants to dispute their convictions from his early-career arrests.
