'This has to be about a comprehensive violence reduction approach that often involves public health, it involves housing, it involves issues of poverty — and it alleviates those issues.'

So a lot of the urgency I feel on this issue is because I know this is an everyday issue, not just an issue that should be gut-wrenchingly brought to the national attention when we have these awful mass shootings. Every day in America, we see people die from gun homicide, and disproportionately, they are African-American.
We’re putting forward a bill that will lower the rate of shootings. We know that gun licensing — for example,— it lowered the overall homicide rate over 40%. That is going to have a disproportionate impact on African-Americans. Another part of this bill that is specifically targeted to communities like mine that face high rates of gun homicide is actually investing in community-based programs that, through evidence, have shown their ability to lower homicides. This is not just a law enforcement issue, it’s not just an issue to keep guns out of the hands of people that are doing harm.
That's why this bill has specific elements that are about finding those programs that actually work and making investments that have shown a lot of promise in lowering the rates of gun violence.: Often, marginalized communities are left out of the national gun safety conversation.
