Jails and detention centres are overcrowded, understaffed, shrouded in secrecy, improperly managed and improperly run, unable to stop drug smuggling, and offering inadequate training and support for staff and inmates alike and little accountability to the public and families, the panel concludes in a hard-hitting report, An Obligation to Prevent, released Tuesday by the office of the chief coroner of Ontario.

Mike Hensen/The London Free Press “This report presents an excellent starting point toward meaningful change in Ontario’s jail system,” London lawyer and jail reformer Kevin Egan said.
The panel also conducted almost 70 interview with families who had lost a loved one, officials with the Ministry of the Solicitor General – which oversees and operates the facilities – and correctional staff and former inmates. The province must remove the barriers to health care and create more reliable standards of health care “on an aggressive schedule,” the panel said.
That committee publish a new mission statement and guiding principles for the Ministry of the Solicitor General, establishing balance between security and care.
