He said the city had suspended interest on utility bills and people could use their previous bills as an estimate for how much to pay for this month. The lack of consequence manage- ment was another issue that contributed to the financial situation, Nkosi said. She said it was important for the city to recover money from state-owned enterprises and government departments which owed the city vast amounts of money.
