The justice system is gaining ground in prosecuting corruption cases.Among the steps that need to be taken is resourcing the oversight functions of Parliament.
"It's everyone's duty to combat corruption. There are roles for the government, the international community, business and civil society," she said."Part of the problem is that we focus on accountability. You've got to look at the root causes... If we applied all of the laws, we would do better. But if we breed people who are not corrupt, we would do even better.
Constitutional Court Justice Mbuyiseli Madlanga said the judiciary only played an"ad hoc" role in dealing with corruption, because it could only deal with cases"as and when they are brought before the courts".He described the number of cases appearing before the courts as"a trickle". "It is not the absence of laws, rules, legislation or institutions, it is the absence of political will and … patriotic outlook, to put country ahead of self. If the country doesn't come first in what you do, most likely you are aiding and abetting corruption."
