At the White House on Monday, reporters pressed Biden's press secretary Karine Jean-Pierre on what the president meant when he said McCarthy had made a commitment on Ukraine.
A standalone vote on emergency Ukraine funding would likely pass the House, but only with the help of Democratic votes. State Department spokesman Matt Miller on Monday said,"We cannot under any circumstances allow American support for Ukraine to be interrupted. Our allies, our adversaries and the world will be watching,"
