Oak Cliff Community Investment Fund plans to build a 63-acre mixed-use development in southeast Oak Cliff.A local community-development organization has drawn up plans to build a mixed-use community in southern Dallas to help create homeownership, business incubation and financial investment opportunities for underserved families.proposed a 63-acre mixed-use development in southeast Oak Cliff, named Parks at Oak Cliff.

Brim began planning the project alongside Dallas real estate agent Joe Estelle about three years ago. They met while working together at the Texas Organizing Project, which mobilizes Black and Latino communities across Texas around issues such as mass incarceration, immigration, health care, voter turnout, education, housing and climate.

The homes are designed to be mixed-income, ranging in price to be affordable for people making 80% to 120% of the area median income. Duplexes and fourplexes on site were implemented to provide a similar footprint as a detached single-family home but at a lower cost. The group is also in talks for funding at the federal, state, county and city levels to reduce ownership costs.

A portion of the financing will include crowdfunding, so families who live inside and outside the community will be able to invest modest amounts, such as $1,000 or $2,000, into the development. The cultural center on site will have free or low-cost rent space space for entrepreneurs of color to grow their businesses.
