Elon Musk’s SpaceX philosophy is to fail fast, find problems and fix them with the next rocket. It is not unusual for new rockets to experience problems and be purposely blown up, says Air University space policy expert Wendy Whitman Cobb.

The first stage is designed to get the rocket to about 65km above Earth.
