The fund, which must be renewed by Congress every year, is running out of resources due to a record number of claims. In 2015, the fund was allocated $7.375 billion to give out over the next five years. But as of February, over $5 billion had been spent. Shameful, it's an embarrassment to this country and it is a stain on this institution," Stewart said."You should be ashamed of yourselves for those who aren't here, but you won't be because accountability doesn't appear to be something that occurs in this chamber."
