JOHANNESBURG - Political parties need to keep their voters happy when they talk coalition or risk losing votes in the next election.A total of 66 municipalities are hung across the country, with five metros up for grabs."A recourse they [voters] have is that the next elections they’re not going to vote for that party. Voting is a political act and not a legal act," De Vos said.

"If you’re a member of a political party you have a right to have the party act in terms of its constitution. If it doesn’t you can go to court and have that decision declared invalid…You can go to court but you will lose. Your recourse is political it’s not legal."
