Quebec immigration experts say a plan to close Roxham Road to asylum seekers may go against Canada's international obligations and could result in more deaths at the border, after an already deadly year.

"The global result of this is just more danger, more deaths and more humanitarian catastrophes," said Mireille Paquet, an assistant professor of political science at Concordia University. Radio-Canada was the first to report the deal, followed by the Los Angeles Times reporting that in exchange for the closure Canada would accept 15,000 migrants through legal channels. It's unclear how people would apply to get one of the slots.

The unofficial crossing near Roxham Road in Quebec is surrounded by farmland and forests. Border officials on both sides of the line have been warning about the dangers of trying to make the crossing, particularly during the winter.
