It is the third damning report released by the integrity commissioner’s office on Chiarelli’s behaviour since 2020.Five complaints were made by the woman, with Shepherd investigating four of them. The fifth was not investigated as it allegedly occurred before July 1, 2013, when the city’s code of conduct was put into place.
In her report, which is dated Aug. 18, Shepherd concluded that Chiarelli violated Sections 4 and 7 of city’s code of conduct for council members. Section 4 deals with general integrity, while Section 7 concerns discrimination and harassment. Her report recommends that Chiarelli apologize for his actions, either verbally or in writing, and be docked 90 days pay.In a report in 2020, the city’s former Integrity commissioner Robert Marleau, described allegations of misbehaviour by the councillor as “shocking and astounding.Following the report, city council voted to suspend Chiarelli’s pay for 450 days, and called for his resignation.
