According to the indictment, Zahn and Wannemacher worked together to devise a lucrative bonus plan known as the Performance Unit Plan that would have paid millions of dollars to Zahn, Wannemacher, and others had JEA been sold during the Invitation To Negotiate in 2019.
An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty. This case was investigated by the Federal Bureau of Investigation and investigators from the State Attorney’s Office for the Fourth Judicial Circuit.
