Chronic absenteeism refers to students missing more than 10% of the school year, regardless of the reason.

CLEVELAND, Ohio -As summer ends and school bells ring, a silent crisis looms over Northeast Ohio schools – chronic absenteeism.“Is this a crisis? Oh, absolutely, it’s a crisis...” says Hedy Chang, executive director of Attendance Works.

The impact is severe: these students are less likely to graduate and more likely to struggle with reading.“Everyone is impacted,” Chang explains. “It makes it harder for teachers to teach and set classroom norms. It makes it harder for kids to learn.”The Cleveland Metropolitan School District reported a chronic absence rate of just over 56% for the 2023 school year.Akron’s rate was 47.3%, Elyria’s 34%, Ashtabula’s 49.4%, and Lorain City Schools reached a staggering 59% in 2023.

This crisis disproportionately affects certain groups, with a disturbing racial and ethnic disparity. “In some communities during the pandemic, that actually worsened, and they’re still recovering,” Chang notes.In Ohio, House Bill 410 mandates schools to report to child services after a certain number of unexcused absences.“Help a family and a child feel like they’re known, heard, and supported... and that when they come to school, that’s an opportunity for them to live, grow, and thrive... find out what the barriers are and overcome them.

The Department of Education stated their commitment to supporting student engagement and attendance, highlighting their partnership with the Cleveland Browns Foundation and Harvard’s Proving Ground to develop the “Stay in the Game!” attendance network.
