New Zealand-born Christian Glass was shot and killed after his vehicle became stuck in rural Colorado last year. His parents Simon and Sally also won a number of changes to policing.
When asked if he had weapons, he said he had a hammer and a small knife he had been using for rock hunting, but he planned to throw these out of the car when help arrived.
After trying for an hour to get him to come out of the car, officers decided to smash their way into it, despite there being no indication Mr Glass posed a danger or was suspected of a crime, a grand jury found in November last year.They smashed the window and peppered him with bean bag rounds - a type of baton round, fired from a shotgun, used to subdue suspects without killing them - and then tasered him.
