For the first time Chinese officials have linked the cases of Michael Kovrig, Michael Spavor; both were detained in December weeks after arrest of Huawei executive in Vancouver

Days after the Canadian government authorized an extradition hearing for Huawei executive Meng Wanzhou, China released a series of more detailed allegations against former diplomat Michael Kovrig, accusing him of spying and the theft of state secrets.

“Mr. Kovrig’s actions, including stealing and spying on state secrets and foreign intelligence, have seriously violated Chinese law,” the report said.Mr. Kovrig worked as an analyst with the International Crisis Group, a role that saw him regularly meet with government officials, think tanks, scholars and journalists, in China and elsewhere. His reports are publicly available on the website of International Crisis Group, which is devoted to peaceful resolution of conflict.

While neither man has yet been formally arrested, the more specific accusations signal that the Chinese government is pressing forward its case against the two detainees as it demands the release of Ms. Meng. Under Chinese law, authorities can hold suspects for up to six months without formal charges, typically in rooms with 24-hour lighting where they are kept under constant watch.
