As South Africa seeks to clamp down on nonprofit organisations with possible links to terrorists, a new report has exposed the apparent flouting of SA's financial laws – including religious students sent to Syria with suitcases full of cash. Despite evidence that a small number of South African NPOs may have for years been involved in funnelling cash to suspected terrorists overseas, no one linked to an NPO has ever been found guilty of a terrorist offence.

The report, which assesses the risk of SA's large NPO sector in channelling funds to terrorists, was published by the Financial Intelligence Centre with funding provided by the European Union.
