Cape Town's City Council has celebrated another year of strong financial management and service delivery with the release of its Annual Report for 2023/24. The report confirms a clean audit from the Auditor General, marking the city's continued commitment to transparency and accountability. The report also highlights significant achievements in infrastructure investment, energy efficiency, crime reduction, social support, and housing development.
Cape Town 's City Council has officially adopted the city's Annual Report for 2023/24, marking another milestone in the metro's pursuit of good governance and effective service delivery . Among the key highlights is the announcement of a clean audit report from the Auditor General (AG), continuing a remarkable streak for the city.
During a City Council address, Mayor Geordin Hill-Lewis lauded the achievement, stressing the hard work and discipline required from every department to secure such an outcome. 'Achieving this clean audit outcome from the AG takes enormous effort and discipline across every single department and office of the City,' said Hill-Lewis. 'It's no easy feat, underscored by Cape Town being the only metro to obtain a clean audit last year for 2022/23.' The mayor further emphasized that this clean audit goes beyond recognition—it translates into tangible benefits for the residents. 'This latest clean audit is far more than a symbolic award, it has real-world impact in delivering better services for residents,' he added. Noting Cape Town's impressive track record in governance, Hill-Lewis pointed out the city's leadership in South Africa's infrastructure and employment sectors. 'Good governance is what enables us to make SA-record infrastructure investments, maintain the country's lowest unemployment rate, and sustain the widest free basic services reach of any metro,' he explained. 'This is how we are building a city of hope for all, and helping more people out of poverty and into work over time.' Councillor Siseko Mbandezi, mayoral committee member for Finance, also celebrated the City’s ongoing success, citing Cape Town’s position as the top-ranked metro in both the 2024 Municipal Financial Sustainability Index and the Governance Performance Index (GPI) for the same year. 'Thanks to all our dedicated officials who ensure we spend public funds responsibly and to the benefit of Capetonians,' said Mbandezi. The Annual Report also highlights significant achievements in service delivery, with Cape Town setting new records for infrastructure investment and development. Some of the key highlights include: A historic R9.4 billion spent on infrastructure in 2023/24, a notable increase from R6.9 billion the previous year, alongside R4.8 billion for repairs and maintenance. The resurfacing of 186 km of roads and the ongoing expansion of the MyCiTi bus route, linking various suburbs including Khayelitsha and Mitchells Plain to Wynberg and Claremont, with an investment of over R6 billion over three years. An energy-saving achievement of R348 million through energy-efficient municipal operations, cutting electricity use by 303GWh. A major success for the municipal police, who conducted 1,021 drug raids across Cape Town, leading to 2,094 arrests and enhancing cooperation with the South African Police Service (SAPS). Support for over 210,000 residents through indigent and pensioner relief, and the largest provision of free basic electricity and water across all South African metros. The release of prime land to facilitate the development of more than 12,000 social rental housing units. A record number of 4,800 title deed beneficiaries, more than double the number from the previous year. Efforts to support the homeless, with around 750 people assisted into transitional shelter, and a further 1,400 individuals referred for social services and personal development programmes
