They argue that areas like the Atlantic Seaboard, the southern suburbs, and the city's coastal regions are increasingly dominated by short-term rentals, leaving locals struggling to find affordable homes.Figures released by Inside Airbnb show that, as of December 2024, there were over 25,800 active short-term rental listings in Cape Town, with the majority concentrated in the city's most desirable areas. This alarming trend has fueled concerns that the influx of digital nomads is pricing locals out of the housing market, particularly for low- and middle-income households. However, some argue that taxing short-term rentals is only a partial solution. Critics, such as attorney Jonty Cogger from Ndifuna Ukwazi, maintain that while taxes on short-term rentals could provide some relief, they fail to address the root cause: the unchecked prioritization of profit over housing rights. Cogger emphasizes that stronger tenant protections, better rent control policies, and a focus on developing affordable, well-located housing are crucial for achieving meaningful change. This issue has even reached the national level, with discussions underway in Parliament on how to regulate short-term rentals nationwide. In October 2024, Senzo Nkala from the Department of Tourism revealed that a framework for regulating these rentals is being considered to prevent large property owners from monopolizing housing stock for short-term profit.
