The department began holding meetings on diversity of online content in 2018 as part of an international engagement strategy.
Over the past year, the Liberal government has introduced Bill C-11, which would set up the CRTC to regulate online platforms like YouTube and Netflix to require them to contribute to Canadian cultural content, as well as Bill C-18, which would force Google and Facebook parent company Meta to pay Canadian news publishers for their content. The government has also been working on, and then reworking completely following widespread criticism, a promised bill to tackle online hate.
The principles were developed by a working group that includes representatives from the governments of Canada, Australia, Finland, France and Germany, as well as Google, Netflix, music streamer Deezer, and Vubble, a Canadian company that combines AI and human input to track disinformation and misinformation.
The mandate of Canadian Heritage, according to the document, “includes social cohesion, human rights, and a sense of belonging…aspects which may be negatively impacted by a lack of diversity of content online.”Article content They do, however, indicate an openness to website-blocking of pirated content. “There should be appropriate safeguards and tools against the online infringement of copyright.
