Speaking at a Montreal Council on Foreign Relations forum on Monday, Foreign Affairs Minister Mélanie Joly said the starting point for her Indo-Pacific strategy was Feb. 24, 2022, “when Russian President Putin decided to invade Ukraine.” “I think the world changed greatly,” Joly said at the start of her post-speech question-and-answer session.
“We have not lived through a year in international relations,” she added. “We have lived through a decade.”
