The next storm is forecast to be a long-duration event with lower precipitation amounts than the previous storms, most of which are characterized as atmospheric rivers because they direct so much rainfall over a concentrated region, said Colby Goatley, a National Weather Service meteorologist. Still, he said flood watches remain in effect for much of Northern California, where rainfall records have been broken in some cities.
