“Many of the applicant’s grounds of appeal relate to the sentencing judge’s alleged failure to consider certain factors or undertake a particular form of analysis. The sentencing judge found the applicant must be sentenced on the basis of a high level of moral blameworthiness. “The circumstances of this case are highly unique. At the applicant’s behest, the complainant was subjected to an organized, sophisticated, and prolonged harassment scheme funded by the applicant’s considerable financial resources. Owing to the unique circumstances of this case, the blameworthiness of the applicant’s conduct rises above most other criminal harassment cases.”Article content
Carter was convicted in October 2018 of paying current and former Calgary Police Service members to conduct intensive surveillance on his former girlfriend, Akele Taylor, during a child-custody dispute.
