Britain may not have the resources to do much and this speaks of a more general problem. Again and again Britain becomes involved in crises in which it has fewer cards than it pretends. An attempt is made to mask this by open bombast and covert reliance on the Americans. Excellent reports are written on the consequent failure in Iraq, Afghanistan and elsewhere, but these are often a tactic to kick the issue into the long grass so nothing is learned.
There is no reason why Britain should not be trying to play a more influential role in the world, but talking big does not make up for basic weaknesses – like not having enough staff to answer the phone or reply to an email from beleaguered British citizens in places like Kabul or Khartoum.
An incomplete and somewhat misleading version of the incident was reported to the House of Commons last October by the British Defence Secretary Ben Wallace. He spoke of the malfunctioning missile, but did not reveal that the Russian pilot had deliberately fired on a British aircraft with the intention of destroying it.
