This is what the Special Investigating Unit (SIU) has recommended in its investigation report sent to President Cyril Ramaphosa in June, into the department of health’s R150m Digital Vibes communication tender scandal.

Digital Vibes should be blacklisted from ever doing business with the state.

According to the SIU, Digital Vibes was merely a front company used by close associates of former health minister Zweli Mkhize to enrich themselves. It added that Hariram did not have any control over the company at any time, and that Mather was responsible for getting Digital Vibes contracts and for its finances.de facto

The SIU said Mather and Mitha distributed the money received from the contract to third parties, who received significantly less than the duo. These payments include:R11.5m to Mather's family members and their respective businesses;R3.1m in suspect payments to other companies .
